There is an anti-authority vibe as a car delivery specialist, Kowalski, makes a bet he can drive from Denver to San Francisco super fast. This leads to conflict with the authorities and there are dozens of motorcycle and car cops on his tail practically the whole way, taxing their imaginations coming up with ways to stop him. The plot and tension all come from this simple conflict between Kowalski's need for speed and the police's efforts to stop him. The percentage is based on the film's reviews aggregated by the website and assessed as positive or negative, and when all aggregated reviews are positive, the film has a 100% rating.

When less than 60% of reviews for a movie or TV show are positive, a green splat is displayed to indicate its Rotten status. When there is no Tomatometer® score available, which could be because the Title hasn't released yet or there are not enough ratings to generate a score.
If 60% of reviews are positive, the movie is given a “Fresh” status, but if positive reviews fall below that benchmark, it is deemed “Rotten.” A popular piece of media will typically fall between the 70-90% range, but rarely, a project will receive a 100% score.
Other recent series with multiple seasons in the 100% club: The Good Place, Crazy Ex-Girlfriend, One Day at a Time, Veep, Fleabag, Jane the Virgin, and Feel Good. Only Murders in the Building season 1 has the most reviews on its perfect 100% score.
So when a movie such as “Black Panther” gets a certified “fresh” 97 percent on Rotten Tomatoes, we interpret it as a film that is near perfection, while a film such as last year's “The Emoji Movie” that lands around 9 percent, must be a steaming pile of garbage.
